Elk Forest Civic Association Association Meeting Minutes - 6/22/2003

The annual meeting of the Elk Forest Civic Association was held at the home of the President Rich Sernyak June 22, 2003. President Sernyak called the meeting to order at 4:30 PM. After introductions of the officers as well as those in attendance, Secretary Tim Poludniak read the minutes of the last meeting. They were approved as read.

Tom Cole, Treasurer, presented the treasurer's report. The report indicated that we have in our treasury, $32,798.44. Tom explained that the monies are spread in four separate accounts: checking account ($6,163.24), a cash account ($20.75), social activities account ($30.50), and three (3) Certificate of Deposits totaling $26,583.95.

BUSINESS:
Mosquito Spraying: Sandy Cope gave an update concerning the spraying which began at the end of April. During the annual spring cleanup, APM presented the path-forward on spraying the summer months. APM's plan is to come late at night (normally on Thursday) and spray while mosquito's are out and people are not. Their equipment is much quieter than equipment that we've seen and heard in past years. The spraying seems to be having an effect because some surrounding areas, not spraying, are much worse in terms of number of mosquito's. So far, it's been difficult to evaluate the effectiveness of the overall spraying due to the unusually wet spring/summer thus far.

Some concerns were raised that not all driveways were being sprayed as, it seemed, was the process in previous years. It was stated that APM is limited on spraying density due to wind direction and proximity to water. Question of whether APM is being as aggressive as it can be? Sandy Cope to contact APM to discuss.

Gypsy Moth Spraying: Sandy Cope reported that cost for hiring a private sprayer was in the range of $7,000 however, this year, the state sprayed the area and all reports, so far, have indicated that the spraying conducted has been quite effective.

Reporting for the waterways committee, Tom Cole reported that we're trying to work with the Army Corp. of Engineers to have dredging done however, it's difficult for the Corp. to allot monies for this as overall Corp. dollars are reduced. Current schedule has dredging to take place in fall of 2003 and Tom will try to gain an audience with Representative Gilcrest to speak on dredging and having a channel cut from the Guttendorf's out to the main channel (~200 yards). The cost for this is nearly $50,000. Having a channel may increase water flowrate and reduce sediment build-up.

Other Business Items Raised:

  • An increased number of burglaries have recently taken place. The burglaries may be conducted by some kids however, please be aware of this and report any suspicious activity.
  • The Monaco's recently had to call the sheriff and have a rabid raccoon put down. The sheriff was quick to respond. Please be cautious.
  • The Elk Forest sign was crushed by a tree in a recent storm. This sign has stood since the 60's and Gene will work on recovery and restoration of this sign.
  • A traffic light is slated for installation at the end of Elk Forest Rd. It looks as though this will not happen until the athletic fields are created along Elk Forest Rd.
  • A tree fell along South Shore Rd. and created a steep embankment that should be looked at to see if a guard rail is needed.
