Elk Forest Civic Association Association Meeting Minutes - 8/18/2002The annual meeting of the Elk Forest Civic Association was held at the home of President Mary Guttendorf, August 18, 2002. President Guttendorf called the meeting to order at 2:20 PM. After introductions of the officers, Secretary Lauri Walz read the minutes of the last meeting. They were approved as read. Dick Guttendorf, Treasurer, presented the treasurer’s report. The report indicated that we have in our treasury, $31,656.04. Dick explained that we had a certificate of deposit that matured in June and the board of directors decided to split the money into a variety of certificates of deposits because of current interest rates. He explained that $10,000 is invested for 5 years at 4.45%, $10,000 is invested for 9 months at 2.25%, and the balance is invested in a floater account for 14 months. The floater began with a 2.25% interest rate and indexes every 3 months. The report was approved as read. OLD BUSINESS: Governmental Concerns, Dick Guttendorf reported that the outer gate to the game lands has remained open however the two inner gates have been up the entire season. There seems to be a decrease in the number of people going into the game lands. Dick reported that he had arranged for mosquito spraying to begin in May however that did not happen and the spraying did not begin until June 20th. The spraying is taking place during the day on Thursdays. Several residents expressed concerns that their driveways were not being sprayed. Concern was raised that spraying during the day does not kill the mosquitoes since the spray only kills flying mosquitoes. Dick and Rich Sernyak are going to meet with the sprayer and discuss our concerns prior to making the next payment. The county was contacted and made a count of the gypsy moths in our area. Dick and Mary Guttendorf attended a county commissioners meeting in which the spraying maps were discussed. Our area was on the map however the sprayer did not do a complete job and many trees were defoliated. A private contractor was called however due to the narrow window for spraying it was too late. A representative of the Department of Agriculture has been out recently to start a count for next year and he offered his apologies for the poor spraying job. He also recommended that a private contractor be used because they are more effective. Pamphlets are available from Dick Guttendorf on individual procedures you can take to try to get rid of the gypsy moths. The board of directors is going to look into a private contractors and may use its discretion on hiring a contractor. A representative of the Elkmore Civic Association contacted Dick Guttendorf about the Cecil County Water Testing Program. There is a testing program available however as a community we do not have any community beaches so this program does not seem to apply to us. The community discussed water testing and decided that if we test in the future, a private contractor would be sought and we would not involve government agencies. Reporting for the waterways committee, Richard Noennich has moved from the area and Tom Cole will be filling this vacancy. Richard is following up on the dredging of the Elk. Tom will be in touch with him and have an update at the holiday party. Historical committee, Ray Ruhman has moved from the area and John Poole will fill this vacancy. John Poole thanked those who have visited the Elk Forest web site (www.elkforest.com) He explained that the site has been scaled back but is still running. There is now a weather station from his house on the site with tide information. This is a community site, please send pertinent information about the community to John Poole. Mary Guttendorf thanked the officers and board who worked with her the last two years. Nominating committee, Gene Monaco reported the new slate of officers and board member to be: President - Richard Sernyak, Vice President – Bruce Hadley, Secretary – Tim Poludniak, Treasurer – Tom Coale, and Board Members – Mary Guttendorf, Harry Roberts, Gene Monaco, Sandy Cope, and Brian Gail. The officers and board members were voted on and approved.
