Elk Forest Civic Association Minutes - Annual Meeting 2006The annual meeting of the Elk Forest Civic Association was held at the home of President Tom Cole, August 20, 2006. President Cole called the meeting to order. The minutes of the last meeting were not read and approved as no one had a copy with them. The first item on the agenda was the issue of excessive seaweed in the Elk River. Fred Stapleford reported that he had followed the small channel along the eastern shore and found there were areas where the depth was less than 3'. In addition, there was much general discussion about the seaweed problem and options that people had discussed to open a channel for small boats. The two primary options discussed were: 1. Using a commercially available cutter, designed to be supported from the side of a small boat, that could be used to cut a path through the seaweed. 2. Asking homeowners, that had boats docked along the east side, to use the same path when going in and out so the prop wash would help cut and clear the seaweed. There was also discussion concerning what type of seaweed was causing the major problem. Since it was not resolved whether it was an "invasive" or a "desirable" type, Tom Cole and Sandy Cope agreed to research that issue. There was no action requested of or taken by the Elk Forest Civic Association to do anything about the seaweed issue. No conclusion was agreed upon and the issue was left open. Tom Cole reported that the dredging of the east side channel remains unchanged from last year. He reported that the Corps of Engineers feel they now need to do a new environmental impact study because the recent growth of seaweed. President Tom Cole reported that the Board of Directors had agreed to start paying the web hosting fee for the Elk Forest Website. The fee will be $60/year and paid to Welch Point Associates who will in turn, pass it on to Internet Connection, the hosting company. The Poole's will continue updating and maintaining the Elk Forest site as a contribution to the community. The Board also discussed whether or not pay the $25/year fee for access to the detailed tide tables used on the Elk Forest Tide and Weather page and decided to not continue with that service. Since the Poole's have paid for the access through the end of December this year, they will remain on the website until that time but will be removed when the agreement terminates. Len Edwards gave the Treasurer's report and noted that it had been audited this year by Dick Guttendorf. It was motioned and seconded that the report be accepted. Total funds: July 31, 2005 $31932.74 It was noted that the Receipts for 2006 included dues for both 2005 and 2006. There have been several reports of vandalism in the neighborhood including break-ins to homes and cars, damaged and destroyed mailboxes and minor thefts. It was reported that one individual from Deerhaven has been identified as responsible for at least some of the damage and is scheduled to be sentenced Sept 12, 2006. It was requested that people remain vigilant and report any suspicious activity to 911. John Poole reported that the Cecil County Tourism office offers a very nice Chesapeake Bay fishing brochure that can be ordered from their website. http://www.seececil.org John also reported that the Cecil County Department of Emergency Planning has the ability to log special needs information for every address in Cecil County. Emergency responders would use this information in the event that a call was made to 911 from that address. The survey form is available from the Department of Emergency Planning. The Nomination Committee presented their proposed list of new candidates for the positions of President, Vice President, Secretary, Treasurer and the Board Member (2006 - 2007).
